POSITION SUMMARY: Under the direction of the Chief Executive Officer (CEO), the Director of Finance is responsible for planning, controlling, and directing the fiscal activities of Neighborhood Health (NH) and adherence to the related fiscal rules and regulations of Health Resources and Services Administration’s
Community Health Center Program . This includes the annual audit, interim financial reporting, cost reporting and analysis, asset and inventory control, and other financial functions. As Director of Finance, this position works closely with the CEO to provide financial analysis so the organization can formulate strategic goals, policies, and objectives; and works closely with the management team regarding cost-effective operations, ensuring continued level of quality services while maximizing productivity and proper utilization of resources and program development.
ESSENTIAL FUNCTIONS and PRINCIPAL ACCOUNTABILITIES:
- Actively participate with other members of the leadership team in project planning and assessing community needs.
- Prepare the annual budget for NH; generate, analyze, and present monthly financial statements, cash flow statements, and ongoing financial analysis to the Finance committee of the Board of Directors.
- Manage the day to day financial functions including accounts payable, accounts receivables, and payroll.
- Assess organizational performance compared to budget and peer groups and participate in the QA/QI committee.
- Develop a clear financial plan that is consistent with the organization’s strategic programs, goals and initiatives.
- Oversees the organization’s financial accounting systems and functions maintaining strong internal controls – resulting in a clean annual audit, in full compliance with generally accepted accounting principles (GAAP).
- Periodically review funder regulations including HRSA, as well as all other applicable federal, state, and local regulations.
- Updates and revises internal control policies and procedures as needed to follow funder requirements.
- Creates financial policies and procedures that are aligned with GAAP and federal requirements for monitoring of revenue and expenditure.
- Prepares necessary regulatory cost reporting and stays current with rules, regulations, and reporting requirements for federal, state, and local funders.
- Annually reviews and recommends changes to the fee schedule to the CEO, CMO, and Board of Directors.
- Ensure proper insurance policies and coverage is maintained.
- Coordinates standards and integrates financial performance measures for clinic operations.
- Creates a financial tracking system, coordinated with our EHR and billing systems, to properly track patient revenue.
- Other duties as assigned by the CEO.
- ADMINISTRATION
- Direct and oversee all financial operations, and technical or specialty aspects of financial management.
- Supervise all financial audits and financial aspects of all accreditation or license processes.
- Direct and supervise payroll, accounts payable, and all other general accounting functions of the finance department.
- Develop, supervise and coordinate all efforts to attain maximum third party reimbursement in accordance with policy and direction from President and CEO and Board of Directors.
- Prepare and submit timely all required financial management information reports including cost and grant financial, patient user count and productivity reports based on internal and external reporting list and timelines, for review and recommendation to President and CEO and Board Finance committee.
- Prepare and ensure deposit of all taxes and payment of all insurance premiums.
- Provide fiscal management for all local, state, and federal grants.
- Monitor and ensure compliance of realized opportunities for special reimbursement programs.
- Report any financial or fiscal operational risks and financial warning signs to President and CEO and Board finance committee.
- REPRESENTATION
- Effectively communicates and promotes the organization’s mission and goals.
- Understands and assures compliance and reporting with applicable federal, state and local laws, regulations, as they relate to financial reporting, GAAP and GAAS auditing standards.
- Is familiar with Joint Commission, HRSA and HIPAA.
- Assists in soliciting political and community support for the organization.
- Represent the organization’s financial status and policies to pertinent groups, internally and externally as needed and as directed by the CEO.
- Provide staff support to the Board Finance Committee.
- Has experience with non-profit accounting.
- CONTROLS/MANAGEMENT
- Oversee all financial program insurances for compliance with program expectations and regulations.
- Develop and ensure implementation of financial policies and systems.
- Implement and monitor systems to insure maximum internal financial controls and safeguarding of financial resources.
- Develop and monitor criteria for assessing quality of financial operations.
- Participate in Performance Improvement processes.
- Ensure coverage and adequate staffing of Finance and Billing departments.
- Establish competency criteria for all finance department staffing.
- Provide direction and leadership in development and monitoring of operational budget and long term financial plan.
- DEVELOPMENT
- Oversees the reporting of grants.
- Solicits grants and oversees fund raising events.
- OPERATIONS/SYSTEMS
- Prepare monthly Senior Leadership Team (SLT) Finance Update/Status Report for submission to the CEO.
- In conjunction with the CMO, prepare patient volume and provider productivity reports.
- Provide information/proposals to the CEO regarding potential MIS advancements and their applicability to the center, including, but not limited to EMR and potential funding opportunities for said ventures.
POSITION QUALIFICATIONS Education Required: Master’s degree in business administration/finance or related field, or Bachelor’s Degree in Finance or related field. Evidence of Continuing Professional Education Credits required.
License, Certificate, Registration Certified Public Accountant certification preferred.
Previous Work Experience: Five years knowledge and experience in financial management and in financial aspects of health field, including third party reimbursement mechanisms and government guidelines regarding budgets, financial operations and reporting; Administration and supervisory experience; Proficiency with PC and computerized accounting system; Excellent financial analytical skills, communication skills.
Special Skills or Knowledge Business development and strategic planning skills preferred.
